Joe Doyle is treasurer 4 life. He also didn't embezzle too much. Probably.
Joe is a frighteningly intelligent individual. He also possesses a light-up hat, which is probably more important. He speaks for the Shadow Corporation, which definitely isn't a world conspiracy or anything.
