The four Pittsburgh elements are Steel, Rivers, Bridges, and Hills. Rivers run between Hills from which you get Steel with which you build Bridges which span Rivers.
Even though *you* might get wood for two sheep, we do not stand for that kind of thing here in Pittsburgh. No matter what trading benefits you get for the settlement by the harbor.
