       there's only been one rules dispute in 3 days

   low build turnouts
       average 3 or 4 people, including booth chairs

   it's okay to announce that there is no one at builds
   recruitment

               there'll be a tips thing at the end of the presentation
           they're gonna have a review meeting monday after ctfws
               there are some tweaks they did
                   timers are out of the rules, but they can stay on the belts
                       (people can choose whether or not to use them to count)
                   we can make the edits by just crossing stuff out in the paper handbooks
               and there are some more that they'll have to do (copyediting stuff)
           we're planning to start out with more flags to increase game length too
