If you see Luigi, it's probably actually just Kushal in disguise.
Alternatively, "Bad Luigi" refers to a variant of Badugi, which is a variant of poker. The "Bad Luigi" variant of Badugi is played as normal Badugi, but with a dealer in a Luigi costume.
