Chuck "TimeBomb" Werner (cw4u, timebomb) is best known as President of KGB in 1998 and 1999. He is the only two-term KGB President on record. Off the record, who knows? Chuck was also the First Vice President for the spring of 1998, after Jason Riek graduated.
Chuck was a fan of Booth, working on "Baba Yaga's Hut", "The Secret of NIMH" and "Sputnik." Chuck also directed "KGB: The Movie" and never ever released it.
